How Ohio state law is organized

Most Ohio laws you will run into live in the Ohio Revised Code, which is split into titles by subject. Title 29 holds most crimes, Title 45 covers motor vehicles, Title 31 covers domestic relations and Title 41 covers labor. Agencies then write detailed rules in the Ohio Administrative Code, which is where you find things like the exact tint percentages or cottage food labeling rules.

Cities and counties can add their own ordinances on top of state law. Columbus, Cleveland and Cincinnati each have local codes, but in many areas, including firearms, Ohio law limits what a city can do. When a local rule changes the answer, our guides say so.
